The City of Claremont, NH requests interested engineering firms to submit qualification statements for preparation of an Engineering Study, Design, Construction Engineering & Administration project regarding the replacement of two culverts carrying Grandy Brook under Washington Street. The City of Claremont has received a FEMA BRIC Scoping grant to complete services including engineering, environmental, hydraulic and feasibility studies, completing a benefit-cost analysis, and submitting a future application for full design and construction funding. This RFQ envisions the selected firm continuing to provide services for subsequent awarded stages of design and construction engineering/administration services.
Services to be included in the development of this project will include:
Preliminary Design:
• Comprehensive engineering study including, but not limited to:
o Topographic survey, ROW research and base plan development
o Hydrologic and hydraulic analyses
o Bridge Engineering
o Roadway Engineering
• Identification of environmental and cultural resources
• Comprehensive environmental and historical assessment
• Development of an environmental document
• Comprehensive Benefit-Cost Analysis (BCA) meeting FEMA requirements
• Final Report Preparation
• Cost estimation and preliminary scope of work for selected alternative
• Conceptual plan development
• Assistance with a FEMA grant application and grant management support
Final Design:
• Final Bridge design
• Final Roadway design
• Traffic analysis
• Final construction plan, estimate, specifications and contract document development
• Assistance with permitting submission and closeout
• Assistance with development of environmental and historic preservation (EHP) documentation and permitting
• ROW acquisition, if needed
• Utility coordination
• Bid assistance
Construction Engineering/Administration Services
• On-site construction observation
• Contract administration
• Grant management
• Review of pay requests
• Review of RFIs
• Shop drawing review
• Final project closeout
The Preliminary Design scope of services is expected to be complete by August 1, 2026.
Final Design through Construction Closeout scope of services timeline will be contingent upon receipt of funding.
Firms listed on the NHDOT LPA certified list are invited to provide a qualification statement which is to include the following:
1. Company overview: a brief history of the proposing entity, including general background, knowledge of and experience working with relevant agencies
2. Project Team including an organizational chart and resumes of staff (resumes may be included in an appendix at the end of the package).
3. Subconsultants who may be used.
4. Related experience in federally funded storm drainage and or flood control projects.
5. Experience working with FEMA, with FEMA funding, grant applications and FEMA funded projects and experience with any other relevant agencies.
6. Minimum of three (3) references.
A technical proposal including understanding and project approach is not required at this time and will not be reviewed if submitted. A Quality Based Selection (QBS) will be conducted therefor no fee proposals are required nor will be accepted. A scope and fee will be negotiated with the selected consultant after selection.
The City of Claremont will review a minimum of three (3) statements of qualification (with an option to interview).
