REQUEST FOR PROPOSALS
SUGAR RIVER BROWNFIELDS MULTIPURPOSE PROJECT
ASSESSMENT, REUSE PLANNING, REMEDIATION
SUGAR RIVER, CLAREMONT, NH
The City of Claremont is requesting statements of qualification, technical proposal and cost proposal from firms for Environmental Engineering services. Requested services shall include cooperative agreement oversight, community engagement, site assessment, reuse/cleanup planning, and remediation on city owned property on the Sugar River in Claremont’s city center.
Instruction to Proposing Bidders
Interested parties should submit 3 copies of proposals with a suggested page limit of
30 pages with a separate sealed cost proposal by (2:00 P.M.) Wednesday, January
10th, 2024. Proposals should be addressed to: City Manager's Office, City of
Claremont, 58 Opera House Square, Claremont, NH 03743. All Proposals should be
clearly marked “Sugar River Brownfields Project”. Projects will not be considered if
received after the time and date identified and will not be received by email.
Please include the following in your proposal:
• A copy of the declaration page from your various insurance policies which
states your coverage and limits of liability, etc. shall be included with your
proposal.
• A complete summary of the firm’s history, qualifications & experience
including past projects and prior performance as well as those of any proposed
sub-consultant for the project, including whether they are a disadvantaged
business enterprise and history with federal grants.
• A list of names and locations of prior relevant projects involving brownfields
assessment, reuse planning & remediation.
• Proposed team’s anticipated project approach and detailed scope of services as
related to the provided scope.
• Proposed team’s anticipated project schedule.
• Whether the proposed team has ever had its contract terminated by any owner
on any project for any reason with an explanation of such termination and the
reasons for the same.
• Whether the proposed team has ever been debarred or been the subject of any
type of censorship by any local, state or federal governmental unit, body or
agency.
It is anticipated that a firm will be contacted within 30 days of opening proposals. All
firms responding should be licensed to do business in the State of New Hampshire.
The resulting contract will be for up to 5 years. The City of Claremont may amend or
extend this contract beyond the initial 5 years to accommodate the terms and
conditions of the FY23 Grant or future EPA grants awarded to the City of Claremont
within this 5 year period provided a market survey conducted by the City indicates
that the prices the contractor proposes are reasonable.
